Resource allocations for personnel and any cost such as investments, incremental spending and periodic cost depend on the budgeting process. Pre-planned budget reserves or recruitment support are much easier to defend as opposed to unforeseen allocations that were not budgeted. Firm timelines and planned interfacing between contributing departments such as controlling for financial content, HR for recruitment planing and process or management for the decision making process and approvals make the budgeting process efficient.
